Governors
We have set out below an overview of how the Governing Body of Great Baddow High School operates, its Committees and Sub-Committees, together with their responsibilities and duties. We hope you find this informative.
1. Responsibilities of Governing Body
The Governing Body has 5 key roles:
Strategic - the Law – powers and duties - school development plan - school improvement (internally via development plan and externally via inspection and action plan)
Monitoring - school development plan - information available – key questions evaluation
Support – critical friend – delegation – committees - training
Executive – personnel policies - appointments – education appeals
Accountability – receiving headteacher's report – annual parents' meeting – report to parents - complaints
2. Composition of the Governing Body
The governing body is similar to a board of directors - it makes strategic decisions. It is NOT involved in the day to day running of the school, that is the Headteacher’s responsibility.
In line with statutory regulations, with effect from 1 September 2004 the Governing Body will total 20 and comprise the following governors:
- 3 staff (including the headmaster)
- 4 LEA nominees - appointed by LEA (anyone can put a name forward, approved by committee of Essex County Council):
- 7 Parents - elected by parents
- 6 community
- Clerk - appointed by Headteacher
It is the responsibility of governors to ensure that the governing body reflects the community it serves and has the expertise to carry out its duties, hence the reason for co-opted governors. Governors are generally appointed for a 4-year term.
The governing body operates:
- According to the Law - booklet gives all requirements. Other publications issued to assist and give guidance e.g. DfES Guidance on Good Governance, Essex County Council Newsline.

3. Working Structure
Full Governoring Body
Chaired by: Graham Mundy
Meets once each term plus additional meetings to approve budget agreed by the Resources Committee
- Election of Chairperson and Vice-Chair annually
- Agreement of minutes of previous meeting
- Receipt and discussion of reports from Committees
- Receipt and discussion of Headteacher’s report which includes such items as:
- Staff changes
- Numbers of pupils in school and expected intake
- Health and safety update
- Premises/buildings update
- Exam results
- Special Needs including Resource Base for Hearing Impaired Students
- School visits
- School achievements
During the past five years, prior to the start of each meeting, a Head of Department/Faculty has made a presentation on their department’s work.
Curriculum Committee
Chaired by: John Hull (appointed 4.11.04)
(Committee consists of 8 governors)
Duties include:
- Receipt and discussion of Pastoral report
- Policy statement reviews
- Receipt and discussion of Reviews of department reports e.g. PE, Modern Languages, Music and English
- Review and discussion of exam results
- Exclusions
- Curricular issues
Finance Committee
(Committee consists of 8 governors)
Duties include:
- Setting annual budget
- Review of budget expenditure
- Consideration of applications for expenditure, including additional staff
- Sports College Status
Sub- committee – Pay
(3 governors)
Meets annually to review staff pay
During the year the Governors will have agenda items that cover: external exam results (+ comparisons with other schools), Annual Report to Parents, Specialist College status, Performance Management, School Development Plan, agreement of policies (e.g. Leave of Absence Policy for staff).
4. Other Activities by Governors
- They assist with primary school roadshows
- Prepare the Annual Report to Parents
- Links with Essex County Council Governor training
- Undertake visits to school
- Attendance at school events - (presentation evenings, school plays, sports events, concerts, etc.)
- Members of interview panels
- Members of disciplinary hearings for staff
- Members of panels to hear appeals from pupils
- Speakers for annual presentation evening
- Members of finance committee responsible for opening/reviewing and appointing contracts for goods and services for the school
